History of Program
Southern Penobscot Regional Program - Day Treatment (formerly the Old Town Regional Program) is part of Southern Penobscot Regional Program for Children with Exceptionalities. It began serving students aged 5 - 20 in September 1979. The students are identified by their sending districts as having severe emotional/behavioral difficulties that require a more restrictive setting.
Statement of Purpose
The mission of the Southern Penobscot Regional Program - Day Treatment is to provide an individualized emotional/behavioral program that will enable each student to develop the emotional/behavioral skills required to successfully return to their public schools.
Goals and Objectives
- Goal 1.
- To provide small structured classes for individual and small group instruction
- To develop an individual behavior intervention plan for each student to support personal growth and return to the mainstream
- To offer counseling to students
- Goal 2. To provide a structured system in which students are supported in achieving the goals of their IEPs and individual behavior intervention plans:
- Individual Behavior Intervention Plans are developed for each student and targeted behaviors are identified Target behaviors are monitored and charted every half an hour
- Goal 3. To provide transition support to districts and students as the student returns to the regular school placement
- A Transition Team from the SPRP will provide training and consultation to the school district personnel before and following the return of the student.
- The Team will anticipate obstacles to a smooth transition and plan strategies with the student and receiving district which will prevent a return to the SPRP-Day Treatment.
Population Composition
The Southern Penobscot Regional Program - Day Treatment currently serves students in grades Kindergarten through 12th grade from the participating SPRPCE districts. These students experience significant emotional/behavioral difficulties as a result of their disability and demonstrate behaviors that their IEP team considered too severe to be served in their community schools. These students may also demonstrate secondary learning disabilities

The SPRP - Day Treatment is housed in the Jefferson Street School in Old Town. The school includes the following:
- Seven self-contained classrooms
- Three Alternative Classrooms
- Two Social Work Offices
- Main Office
- Director and Program Coordinator Office

- Kitchen
- Nurse’s Office
- Two Designated Time-Out Rooms
Referral Process
The student's IEP Team recommends the placement which occurs with the approval of the Superintendent from the sending district. .
